Why do my shapes move when I print the sheet?

I have an excel form and drew ovals with the shape tool around numbers to indicate the correct answer. Seems simple enough, but when I print it out, some of the shapes move either to the left or to the right. I have tried different property settings for the shapes, but nothing seems to work. Most shapes stay where they should, only a few move. I've attached screenshots of what I am dealing with.

Right-click the shape and select SIZE AND PROPERTIES, go to PROPERTIES and check the option to [x] Do not move or size with cells

Re: Why do my shapes move when I print the sheet?

I have tried this and it doesn't seem to work. I have tried pretty much every combination of properties settings and the same exact circles seem to move, even if I delete and create them new. I read in one forum where somebody was having the same problem and was suggested to repair or reinstall excel. I don't think that is the issue as I have tried running this on multiple computers, with the same results. I'm thinking it has to have something to do with the placement of shapes in particular cells, but I can't figure out what exactly.
