You have to explain properly. Based on you poor explained post use one of the following:
=if("your date">=date(2018,1,1),d2,e2) or
=if(year("your date")>=2018,d2,e3)
Replace the red colour text with tnhe actual date or the cell where you have the date.
Yes, you really have not explained what you want or what your problem is, but maybe this (it's a pure guess):
=IF(TODAY()>=DATE(2018,1,1),D2,E2)
