Format Cell Based on another cell value (Percent)

Hi, I hope someone can help me.

My sheet has the following details:

Project 1 > Budget > Billed
Project 2 > Budget > Billed
Project 3 > Budget > Billed

I'm trying to format it in such a way that if Project 2 already exceeds 80% billed of the budget, it will highlight the cell in a certain color, and the other projects remain without highlight.

Thank you for your prompt response. I've been trying to do that but it really won't fill the cell.

I don't know if there's something wrong with my formula.

I used this:

=($A$2/$B$2)>=0.8
