Keeping columns hidden after a certain amount of rows

I'm not sure if this is possible, but I figured I'd ask. Essentially, I wanted to know if I could split a sheet into two sections. So, that you could unhide columns in the top section and that would not effect the hidden columns in the bottom section.

    Is that possible?

I have a sheet - on the data sheet, I have highlighted the columns to be hidden (this is all fake data, FYI). On the other tab, "What I want it to look like" is what I'm hoping to achieve. The bottom section, the columns are still hidden, and you can hide or unhide the top section (and it won't effect the bottom).

No, that is not possible. What you do to a column (hide/width etc) will be applied to the entire column, not just part of it...theh same for rows.
