Based purely on the data and setup of your sample file
L5:
=SUMPRODUCT(--(MONTH($B$5:$B$30)=$K5),--($D$5:$D$30=L$2),$I$5:$I$30)
applied across matrix L5:P16
NOTE: you must correct B16 such that it is a valid date
