Rotating sport team roster

Hi,

I've been trying over the years to create something that works properly but I havent been able to.

I have a list of lets say 15-20 names, I want to create something simple that will allow me to rotate the names to output a team list per week.

So depending on which sport I'm making it for, lets say we have 12 people but only 8 play per week, with noone missing out 2 weeks in a row.
Also want to be able to make certain people exempt from the substitution.

I have found templates on here that do this well however the critical rule I need to add is that the players are only to miss out on 1 week.

Any help will be appreciated.
