How to sort without using auto filter

i am in the midst of creating a page where, i need to transfer from table a to table b using formula (to check).

problem is that, i can't auto sort it - also, i need non -1 item not to be shown.

    help please.
    ----------------------------------

    Table A: FROM
    Name Target Acquired Gap
    Item 1 3 2 -1
    Item 2 3 3 0
    Item 3 3 3 0
    Item 4 3 4 1
    Item 5 3 3 0
    Item 6 3 2 -1
    Item 7 3 2 -1
    Item 8 3 3 0
    Item 9 3 3 0

    Table B: TO
    Name Target Acquired Gap
    Item 1 3 2 -1
    Item 6 3 2 -1
    Item 7 3 2 -1

    Condition
From table A, would only want item with -1 gap value to be appear in table B
In table B, item to be rank as per the Name without user having to use filter.
Item without -1 not to appear in the table
