In cell A2 and copied over to column B and copied down, you could use this simple formula:
That way the cells will always look at the cells above them and inherit its value. Then you would just enter the values where necessary. So in A2 you would enter "A" and all cells below it become "A". Next in cell A8 you would enter "B" and all cells below that become "B" (and cells above it retain their "A" value). Do the same with the dates in column B.
Beyond that, unless there is a specific algorithm for Excel to follow, its not going to know when you want what village or what date to be put where.
