macros please

I am creating a sheet that will contain pictures of defects and after rectification updated pics. The problem faced by me is that both the pics do not stay in the same row on filtering. And uploading every picture and setting them to the same setting or format is tiring when we have around a few hundred pics. I need a macro for columns E and N that will have the picture.
The requirement would be the next following steps:-
1. Allow only pic upload if column E or N selected.
2. When pic uploads detect the cell size in which the pic will be placed
3. Change pic dimensions and fit in cell
4. apply the setting to move and size with cell.
