As you may know, since 2007 the 'Move & Size with Cells' property has been grayed out in the normal Format Controls box.
If you right click on a control, that will bring up the Drawing Tools tab.
Click on Format, then at the far right click the small arrow in the Size area (under Ht. and Width selections.)
Then click on Properties, and there you have it!!

Perhaps my protocol was wrong. I was essentially just making an 'announcement' about finding that elusive property option.

I was adding notes to the spreadsheet and I could not find it. They changed something in the past week. Here is where this is today:
- Right clicking on the control adds "Shape Format" to the ribbon.
- Click on the "Shape Format" option and expand the "Shape Styles" group which will bring up a "Format Shape" window on the right side of the screen.
- Clicking on the third icon under "Format Shape" brings up a set of options.
- The second option that appears under this option is Properties.
- Expanding this option provides access to the "Move and size with cells" option.
