balancing workload

Hello,
I'm busy with a project for school and I want to balance workload using excel en VBA.
I have times for how long it takes to assemble something and a maximum available time.
Now I want to divide it over workers using VBA.
I thought that a good way was, to select the maximum of the times, set it in a the row of the specific worker, then take the second largest time check of the sum of the two times is less than the maximum available time.(if not check the third largest ect.) and continue until the worker is full (can't do the smallest task anymore).
Then continue with the next worker for the remaining task until all the task have been divided.
(In this way the last worker will has the most spare time to do other things)
