Get Pixel Color of Picture Overlaying Cells

I have a picture overlaying a range of cells including the testcell. I got a code from other posts online about how to get pixel color and changed a few things to try and make it work for my purpose. This is what I would like the code to do:
1. Obtain pixel color of picture at specific point
2. Set the entire cell interior to that color

The problems I am having:
1. The color that it puts into the testcell is completely inaccurate (see for yourself Domino App.xlsm )
2. If possible I would like to instead of using the left & top position, use the center of the cell. I am not sure how I can do that yet.
