Please help me read this lines

Hi guys! , I am new in using and reading Macros in Excel and I have a hard time understanding these lines. Could you guys help me please, i cant understand those highlighted in yellow. Your help is very much appreciated.

the first yellow highlighted line...
is for Paste Special ..
just as when you copy a cell and right click to paste special.. to paste Values only
the other arguments like... Operation , skipblanks are complementary ones..
You can know their utility in the office help..

the second Yellow highlighted line..
is for protecting the worksheet..
just as you use protection option with a password..
For other arguments and their utility .. refer MS excel help....
