row highlighting

The code below runs, but the highlighting and sorting doesn't seem to work and I do not know why. I attached the workbook as well. Thanks.

What is supposed to happen is based off of the classification the row highlighted, transferred, and sorted. The lines in bold due the classification and higlighting and do not seem to be working as expected.
