Average values in Settlement into Yearly Average.

In the attached Excel file, I want to

Step 1 - Calculate yearly averages for column Q (PRIOR SETTLE) and put that value in new column U at row CONTRACT MONTH = 12 (December). CONTRACT MONTH is column B and CONTRACT YEAR is column C.
Step 2 - Using column F (PRODUCT DESCRIPTION) "Wti Financial Futures" and "Henry Hub Natural Gas Futures", Create PRICING worksheet with given format.
