Creating a spreadsheet for sports classification

Trying to figure out how to do something that I felt I may need to know how complex it would be before investing a ton of time learning how to do it. I'll explain what I'm attempting to do if someone can tell me if this is a extremely difficult thing to do or something I should be able to research and learn.

I'm trying to build lists of people based on two things, age and proficiency (novice, intermediate or pro). I want to be able to enter the name, age, and proficiency and have them grouped on a separate sheet dedicated to that age and proficiency.

I have several things that will affect these lists. Each list will require at least 3 people of the same age an proficiency. If less than 3, then those people would move up to the next age/proficiecy group to try and create a list of 3 or more. If there are no people in the next age/proficiency group, then the person would look at the next same age in next proficiency to form list of 3 or more.

I have a lot of other factors to use to build these lists, but figure I will ask starting with the most basic need. So, is this sounding like something that will require an expert to do or can a rookie research and figure it out?

For a novice,
you could build the list..and add extra fields, formulas to calc their level, like: if(prof>3,Expert, if(prof=1,Noice,Inerm))
Extra fields to determine your levels

Then run a pivot table. All levels will collect how you want to see them.
