Compare diffrent tabels and match values in the other

Hi guys,
I'm a beginner in Excel VBA topic. I think about new project lately. The reason that I'm asking you for help is because I don't know where to start or even if is it possible.
What I need to do is a macro that will work with 4 sheets:
-"skills" in which there is a table with different people and their abilities of doing 7 different jobs
-"howmany" in which there is table that shows how many times each person did the job in the PAST
-"day" in which there is data which shows what person is at work in which day
-"who" in which i can change how many people I need for different jobs and in which day
What I want to OBTAIN
I would like to write a macro that checks who can do the job I need people for(in "who" sheet) and how many of them, and then it adds exactly as many people as I need and only those able to work at this day.
What is also important is that macro should choose people that did the job less times( So all can develop in every job they are able to do jobs equally)
I tried to describe everything as clear as i could.
I think about this for few days, tried in different ways, but failed at all. So I write here hoping that someone can help me with some clever idea of yours.

I know that it is very difficult but I'm really out of any ideas. Any directions how to do it? Thanks

Anyone able to give me some tips? Is it really impossible?
