I have attached a sample workbook and am trying to have the RANK formula applied to the sheet - I have tried several versions of samples that I could find online and none are working - any thoughts?

In D3, try
=RANK(C3,$C$3:$C$28,1)
and copy down. (Assuming lower is better.)

That worked great... Thanks so much... Is there a way to highlight the entire row of the best ranking - this code you gave provides the rank # - can the best rank be shown with # and also highlight the entire row?

Sure - select the columns of cells from one row that you want to highlight - let's say B3:D3 (with the ranking formula in D3), and choose the formula option of CF, with the formula
=$D3=1
and then copy the formatting from B3:D3 down to the rest of your table.
can you advise what CF is?
Sorry - Conditional Formatting - on the home tab of the ribbon.
