Auto Mail from Excel Sheet on the base of Cell Value

Please find attached sheet
Group, Budget, Received amout, Purchase Value and Paid Value
Columns are there
I need auto mail facility for following senario

1) If Purchase bill value is more than Budget
2) If Purchase bill value is more than Receivd Amount
2) If PAID bill value is more than Receivd Amount
4) If PAID bill value is more than Budget
