Create Unique ID based on criteria

I would like to have an excel sheet, in which, if we update all the user input fields, it will search for the short code of entries in the data updated from 'Back data' and generate a unique ID
But if the short codes are same like previous for the next entry, it should increase the value by 1 of the previous entry and make the ID

for example, since RT/PO/FC/00001 is already there, if the user inputs feild of the next data is also same, the unique ID should be RT/PO/FC/00002
