Big problems with formula/format or value error excel 2013

HI IN below test file I want to divide the weird numbers with 1000 and I have big problems doing it. What ever I do it give me a value error in the formula. I cant find out why
Please have a look at below test sheet and see if you can help. Would like to have both formula and vba solution if possible. Its part of some exercise and the input are like this.

Got an answer before but when I tried on the real file it don't work.

HI Thanks Nilem and Michson. Nilem your 2 codes do it but in a different way I think. They both divide and result is the same in the formula. But it change I think in different way the numbers/text.

Michson. I am not sure where to put your function. How to put it in. and how that will work. Could you explain where to put it in the workbook or just edit the test sheet here and put it in please.
