Small and Array Formula

Forgive me for not posting a workbook, but wondering if you've any thoughts, as this is my first time encountering this error.

I have this ridiculous array formula to gather unique ID's that meet a given date:

If I index this in a cell, everything works fine. I get the requisite falses and the unique numbers as expected.

However, what I really want to do pull out unique Names, so I'm trying to get the smallest number of said names to no avail and getting an N/A error

Any thoughts? This is driving me crazy. I use this convention all the time without issue

So the problem is, I'm not that smart.

the frequency and the conditional arrays aren't same amount of elements. If you iferror(array, false) on the first equation, then it works within the small(iferror(array,false),1)
