    Return the conditional formatting "Applies to" range?

    If the conditional formatting "Applies to" range address is not equal to "$O$42:$O$141" then I want to delete the conditional formatting rule. Is that possible?

    why not just open the CF window, look, and then delete that rule, if needed?

    It's won't be intuitive for the user to know to do that. This is part of an error check before the macro is executed, so everything is sure to run properly.
