Macro to sort cells based on data from a different sheet?

Hello,

A little challenge which I think is not really possible.

As the title suggest, I am looking for a macro, that would sort cells, based on data from a different sheet... I attached a sample to accompany this.
On the data tab, every car (not real ones ofc) has taken a test. And as it happens, not all passed all tests equally. (on sheet2 if possible, have a formula to determine the weakest test?). On Sheet 1 we assign some of the cars to a data pool (A, B and C for this purpose). Is there a possibility to have the cars sorted by weakest test per Data pool, considering that every day the amount of car per data pool can change? Also, if CAR1 and CAR2 have both 10% on Test1 then cycle to the next weakest of the 2 and a car that has no fails on the bottom of the data pool???

If this is not possible then please let me know
