automating data transformation to binary

I have a range of values in order large to small, 0-10, in column t. (t3:13) (strength). I have an empty column U where I would like to populate u3:u13 (Aug 13-Jul14) using only 1 and 0's based on the following criteria:

I want to search for a value in 'someotherotherworksheet'!C2 and see where it is found in range t3:t13. Once found I want to use row/col address where that value exists and assign value of '1' to column directly adjacent (in this case col U). Last I want to carry the value of '1' all way down the rest of the column in that range.

For example; if i search in 'someotherworksheet'!c2 and find value 5, and then index against the range t3:t13 and find that '5' occurs in row 8, I want to assign '1's beginning in U8 and ending in U13, then do the same for column v against range t3:t13, col w, etc. it needs to look like the image below.

I have to do this approximately 30X70 times so I would like to try to automate this with as little code as possible. all ideas are most appreciated.
