You won't be able to have Excel remind you to do something whenever you turn on your PC (as you suggested) that's what Outlook Calendar is quite good at. However, you could have an Excel prompt appear as soon as you open Excel.
You will need an Excel macro to achieve this.
Probably the best way is by placing the date and message in your PERSONAL.XLSM file.

Sorry for the delay, I've been away for a few days.
I can prepare a simple macro for you, but need more information! Perhaps the best idea is to post an example of what you are trying to achieve.
One column will contain the date, another will contain the reminder message.
I assume you want the message before the day! How long? What about weekends?
