Talking Change cell color of bar codes in a certain range

I will have a spreadsheet with multiple workbooks - one for each farmer - that have barcodes listed for coupons they have received. These will be both $1 and $2 coupons mixed together. The $1 coupons will be in the range HB2016580001 to HB2016860000 (all coupons will start with HB2016 followed by a 6 digit number). The $2 coupons will be any coupons that do not fall within that range.

I am trying to come up with a macro that will take the list of coupons and bring all the ones that fall in the $1 range to the top as well as changing the color of the cell from white to blue. Any ideas?

    Sample data is attached.
