How to filterand move files into another folder?

Hello,
I have a lot of different files in one folder and a lot of .jpg , with the same name and an addition "-image" at the end of the name, in the other one.
To organize them I would like to move every file that doesn't have a corresponding .jpg into another folder.
Can anybody please make a macros or some other programm that can do this?

Can you provide:

1) The name of this folder
2) The name of the folder you want files moved to
3) some demonstrations of the actual filenames in question, 3-4 examples of ones that stay and 3-4 examples of ones that move

1. The name of the folder may be variable or a fixed one, e.g.: C:\Games\Emulatoren\Complettes Set\roms festplatte\nes
2. The name of the folder i want the files to be moved to is C:\Games\Emulatoren\Complettes Set\roms festplatte\nes\old
