Insert row anywhere with formatting from specific row

Hi,

I want to insert new rows anywhere in my exceldocument with the basic insert function. But I want the formatting for each new row to always match the formatting of a specific row ie "10:10" instead of copying formatting from above row.

Does anyone have a solution?
