find years with 53 weeks and red line

how can i do the folowing.
On the example you see that there are red lines every for week.
So te first line is on week 3 at the moment

now is the start result for where the week 3
The year after the following time we found a year with 53 weeks then the start result where 2
and so one to 0 then we repeat it
so now i have to repeat it from above from 3 to 0
In the example i harde code the years but how can i make it that the years ar calculate and not harcode
