    Conditional formatting formula

    Hello my Excel friends,
    I'd greatly appreciate your assistance resolving this. I've tried so many different ways . . .
    I am determining a range of time and need the CF (Conditional Formatting) to make the cell red if a range is exceeded.
            A1: 0:03
            B1: 0:22
            C1: =MOD(B1-A1,1)
      CF@C1: =IF(C1>0:09,True) <== The result is 0:19 so it should be TRUE and RED, but it isn't.
    I've put the 0:09 in single quotes, double quotes, no luck.
