Loop for Cell-to-cell comparison (Complex)

Hi guys,

So I have two sheets involved in this process; USERFORM and DATA (source of all needed information for USERFORM)

Now, in the USERFORM, I have 2 important columns; COUNTRY and BUSINESS TYPE

It looks like this:
USERFORM

COUNTRY----------------BUSINESS TYPE
Algeria--------------------Local
Morocco------------------International
Algeria--------------------International

My problem is this; I'm having trouble creating a loop that will get ALL the business types associated with one country in the DATA sheet and then throw all the distinct values to the corresponding BUSINESSTYPE row (as data validation lists) in the USERFORM sheet. So far, this is what I've come up with;
