I need to look at column A

I need to look at column A and any time there is a blank cell in column A, the next cell directly below should be all CAPS. If it is not all CAPS then this is an error and I need to manually change something. Does anyone know how I can accomplish this? It would be save me hours of oatmeal brain and would be greatly appreciated.
