If upper limit is 4 digits, 4^4 = 256 possible combos, including ---- 4 blanks (the 4th possibility).
No, that's wrong, blanks can't lead or trail. It should be 3^4 + 3^3 + 3^2 + 3 = 120 permutations.

Hi jorel.
This isn't a hard problem. If you have 3 letters like A,B,C and you want to create all possible 4 letter (and less) words from them you have 3 letters for the first, 3 letters for the second, 3 for the third and 3 for the forth letter. This is then 3 to the power of 4 or 3^4 possible 4 letter words from those 3 letters. Now you could add 1 letter, 2 letter, 3 letter; words to get a total of 120. See the attached.

You have to do the conversion for digits.

And make the entire list of 21 and all the formations of 81

Cell A1:A120 =MOD(ROW()-1,3)*3+3
Cells B4:B120, C13:C120, D40:D120 =IF(COUNTIF($A4:A4,"<>3")=0,MOD(B3,9)+3,B3)
