How to insert blank row where data is missing after a compare

I have 2 sets of 4 columns. The 2 sets of columns are supposed to be identical, but since things are seldom as they seem, I need to compare the 2 sets and insert a blank row where there is a "mismatch". I want a script or macro that will perform the action without using adjacent columns.

I've uploaded a sample file to show before and after.

Columns A-D is 1 set of data and columns F-I contain the 2nd set. Column A and Column F are to be compared. Where the numerical list is missing a value from the other, I want cells to be inserted.

Is this the best way to approach this?

    Thanks in advance.
