Insert and Edit new rows in locked sheet

Hi,

I have a code written to auto lock edited cells after saving the sheet and have the users be able to insert rows even after locking. However, as currently set up I cannot edit the inserted rows. To make it clear, i am able to insert a new row but the new row is locked for editing. I want to be able to add data into the newly inserted row. Below is the code I am using at the moment.
