Unique between 2 columns Different Sheet and exist/not exists by split key

i have sheets("DATA_LAMA") and sheets("DATA_BARU")
i want to compare 2 columns
if in sheets("DATA_BARU") IN COL(43) HAS exists with sheets("DATA_LAMA").COL(43) AND IF in sheets("DATA_BARU") COL (7) NOT EXISTS WITH SHEETS("DATA_LAMA").COL(7)
I WANT COPY range SHEETS("DATA_BARU") TO SHEETS("Resume")
i use dictionary to save range in sheets("DATA_LAMA")
