Extract unique items from column and store some related data

Hello everyone

I have data stored in an array ... I just put the data in A1:D23 for illustration
Values from the first column should be stored for once (dictionary mission) .. What I need to learn is how to store related data based on column B

Manual steps to get my result : copy the range A1:D23 and paste into G1:J23 >> Sort by column G then sort by column H >> then take the first value of each group and the last value of each group ... Attachment will illustrate the process well
* of course I can do that sort by codes .. but I need to deal with dictionary and arrays

Can I ask for another point ..
Suppose that the data is already sorted by the two columns and I just need to get the first and last of each group ..How can this be done using arrays?
