Limited cell selection

Hi
How can i make that a user only can select the rang b5:f10 and range b15:f20

1) Select b5:f10, b15:f20
2) Right click - [Format Cells] - [Protection] - unckeck [Locked]
3) [Review] - [Protect sheet] and select Unlocked Cells.
