VBA Macros to copy dynamic range from 1 sheet to another

Hello,

I need help to extract dynamic range to copy another sheets based on below conditions.

1. Copy data by leaving 3 rows blank inbetween

2. Copy Data per year
2.1Copy range based on year. In sample file there are 2 years but it can be more years.
2.2Copy only column A, Column D, Column E & Column F (Skip Columns B & C)

3. Copy top 15 Billers per year
3.1 Copy top 15 billers per year if possible sort in Descending order
3.2 Copy only column B, Column D, Column E & Column F (Skip Columns A & C)

Sample file is attached as an expected output.

I appreciate if someone can help me.
