Creating bias when randomly selecting rows

Hi,

I have created an example of a macro function below.

1st sheet of the workbook would just be for inputting the bias "factor" in B1 and receiving the resulting average in B3.
2nd sheet has first column with numbers listed 1 to 1000, but in reality this would be to any number so I don't want an upper cap on my "random_limit".
3rd sheet starts blank and is for the macro to do its work in.

The effect that changing the factor has on the resulting average is very gentle. I was wondering what a more sensible way would be to create a large bias towards picking smaller numbers.

I will say it is unclear exactly what you are trying to achieve and some of the logic of your code.

Can you use a normal distribution with appropriate modifications to the skewness or kurtosis to meet your bias towards smaller numbers?
