Logical vs VBA approach to 2 inputs 2 conditions problem

Hello,

I am currently working on 2 inputs 2 conditions project and wondering if it would be easier to solve using Macros or Logic formulas.
Any advice is appreciated, or point me in the right direction regarding which VBA or Logic formulas that would help with this.

Attached is the manual solution Excel file, no formulas or macros added

Input 1 would be mail type (Type 1, Type 2, Type 3, Type 4, Type 5)
Condition 1 would be the presence or absence of mail type
Input 2 would be check mark in the Check column before each state
Condition 2 would be the presence or absence of the check mark in the Check column next to state

Output would be template based list of Zips and Addresses depending on the presence of 2 conditions.

Additionally, I am wondering if the conditional formatting would be able to find dupes based on 2 columns match
Like:
Zip Address
Zip Address = dupe (same zip same address = dupe)
Zip Address
Zip1 Address = not dupe (not same Zip but same Address = not dupe)
