For some reason, if the first cell in each section is highlighted, it's highlighting the entire section until the next merged row. If the first row isn't highlighted, then none of the rows are highlighted. I have no earthly idea what I'm doing wrong. Thoughts?

Hiya, do you have an example workbook you could upload, without any sensitive data?
Firstly, it would help to see your entire code.
Secondly, as mentioned a sample workbook makes things a lot easier.
Lastly, NEVER used merged cells, they are an abomination & should be avoided like the plague!

Attach a sample workbook (not a picture or pasted copy). Make sure there is just enough data to demonstrate your need. Include a BEFORE sheet and an AFTER sheet in the workbook if needed to show the process you're trying to complete or automate. Make sure your desired results are shown, mock them up manually if necessary.
Remember to desensitize the data.
Click on GO ADVANCED and then scroll down to Manage Attachments to open the upload window.

Which version of Excel are you using? Maybe it's just a bug with the one I'm running. I'm beta testing 2016 at work.
I have a Microsoft Office 365 Subscription, so, whatever that is ... think it's 2016
It's 2019. Maybe it's a bug with 2016. The code doesn't run properly in 2010 either. I've tried re-writing it about 6 different ways and it just does the same thing every time.

Can you not upload a sample that includes the layout and some dummy data that reflects the problem?
Otherwise, I think you're on your own. With the best wish in the world, we can't second guess the layout and content. We have no idea which cells are merged and what data is contained in them ... or non-merged cells.
