worksheet protect + data validation = fill handle fail ?

Hi,

So I'm working on something & noticed that the fill handle does not work on a protected worksheet for cells with data validation? Even though the cells themselves are not locked. Copy/paste to/from the cells work, just not the fill handle.
I have confirmed that the fill handle does & will work for the sames if the worksheet is not protected at all, but soon as it's protected fill handle fails.

I've already unsuccessfully tried
Application.CellDragAndDrop = True

Is there some other way or something else I'm missing to enable this?

VBA/Excel 2010 & 2013.
