Vacation bidding speared sheet vba

I need help
We have 200 employees who can pick their vacation time for three weeks
Rules :employee can pick entire week not individual day
1.only 10 employees will successfully granted the same week leave
2. EMPLOYEES BID the weeks and Employees grant the vacation by seniority
3 every employee can select 8 week in priority selection wise and will have just three weeks of vacation
4. If senior emoployee want to cancel approved vacation then that week will be granted to next exmployee by two rules
1. in lower seniority then the employee who left the week
2. That employee who will granted that week must be requested before and was denied

Please help me to revolve this issue in excel VBA

I tired but I was unable to find anything which applies on my condition ... if I have I will never ask for help on this forum ... I know here is very intelligent comments I have ever seen that’s why I did choose this forum to raise my question ... it’s anyone can help me please
