Is there code that can be added to the Button1_Click Macro to make sure it runs on all computers or is this a program issue and enabling the macros on those systems that are effected are permissions etc...?

No, you cannot force users to enable macros. That would be a security risk.
What are you actually doing when you get that error?

You should have a look at the trustcenter settings.
If all users are on the same network you can add trusted locations
you can ask users to add your document as trusted document.
What I have used in the past is to have an instruction worksheet in the file that is the activesheet when opening the file and shows the user how to change the macro security settings to be able to use the file. This worksheet gets hidden by the workbook_open event. This way if the user forgets to allow the worksheet will show the instruction how to allow macro use.
It at least will save you a lot "it does not work" emails
Digital signatures are more for (Development) companies to identify them and still the user has to confirm that this is for them a trusted source, the digital signature just confirms the identity of the trusted source. it is not a "free pass" to work on all computers in the world.
