Why not just use Conditional Formatting? If you save your Workbook with a .xlsx extension instead of .xls, it would be a quick an easy solution.
In the Attached sample Workbook, I have done just that, and used the range up to Column W. If you do need the Entire Rows to be filled, just change the "W" in the Conditional Formatting Formula to "XFD".

I do not see any directions in the sheet regarding what conditions you used to bring about the colors?
I am looking for a macro because this is not a static sheet.
Next month I could have 20 sections that would need 20 distinct colors will your proposed conditional statement do this?

This solution works great if column C is static. Those blocks values will change. Can the conditional formatting account for that? This is looking for an exact value.
Try the attached file. I've had to add a header row to allow filtering. The macro is in Module1.
You can say "THANK YOU" for help received by clicking the Star symbol at the bottom left of the helper's post.

Yes it will work, as long as you assign a specific value to every unique number in Column C....Those blocks values will change. Can the conditional formatting account for that? This is looking for an exact value.
In the attached sample Workbook, I have added extra blocks. Some with the same unique values, and in between some lines with another defined value and color format.
