autohiding rows in Sheet2 if value in Sheet9 is "No"

Trying to automate internal process when someone answers "No" in Sheet9 T2 then rows A31:V30 in Sheet2 hide automatically. I saved it in ThisWorkbook but no event is triggered when cell T2 is changed to "No". I'm just starting with VBA and would appreciate any comments. thanks!
