Extract historical weather data into Excel

Hi,

Is it possible to extract one year worth of historical weather data into excel for a specific location? I found the following file that doesn't work, obviously and there are posts related to this online? Obviously, I have no ideea on how to do it either.
Is it possible? Is it not?

It seems possible that the weather files may be text files. If so the linked video tutorial about Get & Transform (Power Query) from Highline college may help. The portion of the video dealing with downloading text files using Get & Transform begins at the 24:15 mark of the video.
