Cell value based on another cell color

Is there a formula what would automatically enter static number based on another cell color?

For example

if cell F9 is green then cell G9 will be always 12345678
if cell F10 is green then cell G10 will always be 12345678

Through conditional formatting. I can do recommendation. or something easy like if cell G9 contain any value then G10 will always be 12345678.
